World Music Charter <\/span><\/b><\/span><\/h2>\n

The first ver\u00adsion of the World Music Char\u00adter was draft\u00aded fol\u00adlow\u00ading meet\u00adings of a work\u00ading group set up by Zone Franche in 1999, and was adopt\u00aded by the Gen\u00ader\u00adal Assem\u00adbly of Zone Franche \u2014 the world music net\u00adwork, meet\u00ading in Paris on May 14, 2001. <\/p>

This new ver\u00adsion was adopt\u00aded at the Annu\u00adal Gen\u00ader\u00adal Meet\u00ading held in Paris on Sep\u00adtem\u00adber 29, 2020.

Preamble<\/b><\/span><\/h3>\n

80% of the world\u2019s pop\u00adu\u00adla\u00adtion lis\u00adtens to their own music, i.e. world music. For sev\u00ader\u00adal decades now, world music has trav\u00adelled the globe, win\u00adning over exoge\u00adnous audi\u00adences. Marked by glob\u00adal\u00adiza\u00adtion, whether rur\u00adal or urban, they com\u00adbine the her\u00aditage of the past with the promise of the future. Over time and space, these musics have cre\u00adolized, cre\u00adat\u00ading new idioms that car\u00adry mean\u00ading, like jazz, reg\u00adgae, tan\u00adgo, rebetiko, hip-hop and more. They are musi\u00adcal sources from which con\u00adtem\u00adpo\u00adrary cre\u00adators draw.<\/span><\/p>\n

Whether \u201clearned\u201d or pop\u00adu\u00adlar, eth\u00adnic or mixed, sacred or sec\u00adu\u00adlar, oral or writ\u00adten, per\u00adformed by pro\u00adfes\u00adsion\u00adal or ama\u00adteur musi\u00adcians, they all help lis\u00adten\u00aders find their place in the world. As such, they help to give mean\u00ading to glob\u00adal cit\u00adi\u00adzen\u00adship, and play an emi\u00adnent role in under\u00adstand\u00ading the Oth\u00ader, and in the fight against racism, xeno\u00adpho\u00adbia, sex\u00adism and intol\u00ader\u00adance.<\/span><\/p>\n

The pur\u00adpose of this Char\u00adter is to fed\u00ader\u00adate and con\u00adsol\u00adi\u00addate the indus\u00adtry of pro\u00adfes\u00adsion\u00adals who, through their work, con\u00adtribute to the study, cre\u00adation, pro\u00adduc\u00adtion, dis\u00adtri\u00adb\u00adu\u00adtion and trans\u00admis\u00adsion of world music.<\/span><\/p>\n

Het\u00adero\u00adge\u00adneous in terms of the diver\u00adsi\u00adty of its pro\u00adfes\u00adsions, legal struc\u00adtures and pro\u00adfes\u00adsion\u00adal con\u00adtexts, the world music indus\u00adtry is unit\u00aded around the val\u00adues and prin\u00adci\u00adples set out in this char\u00adter.<\/span><\/p>\n

The sig\u00adna\u00adto\u00adries of this Char\u00adter under\u00adtake to abide by eth\u00adi\u00adcal prin\u00adci\u00adples and pro\u00adfes\u00adsion\u00adal oper\u00adat\u00ading rules, what\u00adev\u00ader the coun\u00adtry in which they are involved. They under\u00adtake to har\u00admo\u00adnize and devel\u00adop their leg\u00adis\u00adla\u00adtion in order to move towards equiv\u00ada\u00adlent arrange\u00adments.<\/span><\/p>\n

In this spir\u00adit, the present Char\u00adter advo\u00adcates the free cir\u00adcu\u00adla\u00adtion of artists, a min\u00adi\u00admum con\u00addi\u00adtion for the devel\u00adop\u00adment of inter-cul\u00adtur\u00adal dia\u00adlogue.<\/span><\/p>\n

This Char\u00adter can be signed by all pro\u00adfes\u00adsion\u00adals who pro\u00adduce, dis\u00adtrib\u00adute and pro\u00admote world music, whether on stage, on record, on radio, in the audio\u00advi\u00adsu\u00adal, mul\u00adti\u00adme\u00addia or Inter\u00adnet sec\u00adtors.<\/span><\/p>\n

Cultural diversity<\/h4>\n

<\/b>World music, often her\u00aditage-based, con\u00adveys val\u00adues, cos\u00admogo\u00adnies, col\u00adlec\u00adtive mem\u00ado\u00adries and play\u00ading prin\u00adci\u00adples. They are inter\u00adpreters of cul\u00adtur\u00adal enti\u00adties.<\/p>\n

Cul\u00adtur\u00adal diver\u00adsi\u00adty is one of the cor\u00adner\u00adstones of our fed\u00ader\u00ada\u00adtion\u2019s DNA. UNESCO con\u00adven\u00adtions rec\u00adog\u00adnize the fun\u00adda\u00admen\u00adtal nature of the right to par\u00adtic\u00adi\u00adpate in and enjoy this diver\u00adsi\u00adty.<\/p>\n

The sig\u00adna\u00adto\u00adries of the present Char\u00adter are com\u00admit\u00adted to the UNESCO Con\u00adven\u00adtions on the Safe\u00adguard\u00ading of the Intan\u00adgi\u00adble Cul\u00adtur\u00adal Her\u00aditage (2003) and on the Pro\u00adtec\u00adtion and Pro\u00admo\u00adtion of the Diver\u00adsi\u00adty of Cul\u00adtur\u00adal Expres\u00adsions (2005) respec\u00adtive\u00adly.<\/p>\n

These prin\u00adci\u00adples of open\u00adness to the world\u2019s oth\u00ader cul\u00adtures are reflect\u00aded by the Char\u00adter\u2019s sig\u00adna\u00adto\u00adries in their pro\u00adfes\u00adsion\u00adal and artis\u00adtic com\u00admit\u00adments and activ\u00adi\u00adties, whose aims are not lim\u00adit\u00aded to eco\u00adnom\u00adic and com\u00admer\u00adcial val\u00adues alone.<\/p>\n

Citizenship and cultural rights<\/h4>\n

The sig\u00adna\u00adto\u00adries of this Char\u00adter con\u00adtribute to pro\u00admot\u00ading world music as a source of iden\u00adti\u00adty, val\u00adues and mean\u00ading. As vec\u00adtors of open\u00adness and cit\u00adi\u00adzen\u00adship edu\u00adca\u00adtion, they cre\u00adate inter\u00adcul\u00adtur\u00adal and inter\u00adgen\u00ader\u00ada\u00adtional social links. The exchanges and oth\u00ader\u00adness they engen\u00adder pro\u00admote a human\u00adism based on equal recog\u00adni\u00adtion of cul\u00adtur\u00adal her\u00aditages. They sketch out a pol\u00adi\u00adcy of exchange with\u00adin the frame\u00adwork of a future vision of the plan\u00adet that aims to be respect\u00adful of human com\u00admu\u00adni\u00adties and nature, social and unit\u00aded.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

# Support for artists and creation<\/h4>\n

The sig\u00adna\u00adto\u00adries of the Char\u00adter under\u00adtake to wel\u00adcome artists with\u00adout any dis\u00adcrim\u00adi\u00adna\u00adtion of ori\u00adgin, age or reli\u00adgion. Their actions are in strict com\u00adpli\u00adance with the nation\u00adal leg\u00adis\u00adla\u00adtion to which they are sub\u00adject, and more broad\u00adly, with the prin\u00adci\u00adples set out in the Uni\u00adver\u00adsal Dec\u00adla\u00adra\u00adtion of Human Rights.<\/p>\n

They pro\u00admote the expo\u00adsure of \u201cminor\u00adi\u00adty\u201d cul\u00adtures that are insuf\u00adfi\u00adcient\u00adly known to the pub\u00adlic.<\/p>\n

They sup\u00adport artis\u00adtic cre\u00adation, and the renew\u00adal of forms and lan\u00adguages, by encour\u00adag\u00ading artists to cre\u00adate new works.<\/p>\n

They are also atten\u00adtive to the emer\u00adgence of young artists.<\/p>\n

Per\u00adform\u00ading arts are par\u00adtic\u00adu\u00adlar\u00adly con\u00adducive to links between mul\u00adti\u00adple lin\u00adguis\u00adtic and cul\u00adtur\u00adal areas, and are there\u00adfore a major focus of the Char\u00adter\u2019s sig\u00adna\u00adto\u00adries.<\/p>\n

# Equality between women and men<\/h4>\n

The sig\u00adna\u00adto\u00adries of the Char\u00adter are com\u00admit\u00adted to pro\u00admot\u00ading real equal\u00adi\u00adty between women and men :<\/p>\n

by help\u00ading to increase the rep\u00adre\u00adsen\u00adta\u00adtion of women on stage (musi\u00adcians, tech\u00adni\u00adcians) in order to achieve par\u00adi\u00adty,
tak\u00ading into account pro\u00adfes\u00adsion\u00adal equal\u00adi\u00adty, par\u00adtic\u00adu\u00adlar\u00adly in posi\u00adtions of respon\u00adsi\u00adbil\u00adi\u00adty (board of direc\u00adtors, man\u00adage\u00adment, pro\u00adgram\u00adming, etc.),

Artists on the move<\/h4>\n

Migra\u00adtion and cir\u00adcu\u00adla\u00adtion are fun\u00adda\u00admen\u00adtal ele\u00adments of glob\u00adal\u00adiza\u00adtion, and their pos\u00adi\u00adtive effects should be pro\u00admot\u00aded, in par\u00adtic\u00adu\u00adlar through cul\u00adtur\u00adal exchanges.<\/p>\n

The sig\u00adna\u00adto\u00adries of the Char\u00adter are com\u00admit\u00adted to glob\u00adal cit\u00adi\u00adzen\u00adship.<\/p>\n

Artists are ambas\u00adsadors of this cit\u00adi\u00adzen\u00adship, and as such, bar\u00adri\u00aders to their mobil\u00adi\u00adty must be removed.<\/p>\n

In par\u00adtic\u00adu\u00adlar, the sig\u00adna\u00adto\u00adries of the Char\u00adter would like to see a change in exist\u00ading laws and reg\u00adu\u00adla\u00adtions, espe\u00adcial\u00adly those that are restric\u00adtive, con\u00adstrain\u00ading and dis\u00adcrim\u00adi\u00adna\u00adto\u00adry, to allow artists greater free\u00addom of move\u00adment and instal\u00adla\u00adtion in the coun\u00adtry or coun\u00adtries of their choice.<\/p>\n

They bring togeth\u00ader their exper\u00adtise and advo\u00adca\u00adcy with\u00adin pro\u00adfes\u00adsion\u00adal bod\u00adies such as the Comit\u00e9 Visa Artistes, cre\u00adat\u00aded in 2009 and led by Zone Franche.<\/p>\n

Fair trade<\/h4>\n

Aware of glob\u00adal eco\u00adnom\u00adic imbal\u00adances, the Char\u00adter sig\u00adna\u00adto\u00adries are par\u00adtic\u00adu\u00adlar\u00adly vig\u00adi\u00adlant with regard to artists and their pro\u00adduc\u00aders from low-income coun\u00adtries, and are work\u00ading to sta\u00adbi\u00adlize fair trade, par\u00adtic\u00adu\u00adlar\u00adly in North-South coop\u00ader\u00ada\u00adtion.<\/p>\n

Francophonie<\/h4>\n

The sig\u00adna\u00adto\u00adries of the Char\u00adter see La Fran\u00adcoph\u00ado\u00adnie as a space for civ\u00adil soci\u00adety coop\u00ader\u00ada\u00adtion, an essen\u00adtial and com\u00adple\u00admen\u00adtary play\u00ader in cul\u00adtur\u00adal diplo\u00adma\u00adcy.<\/p>\n

French is a priv\u00adi\u00adleged lan\u00adguage of exchange (cul\u00adtur\u00adal, eco\u00adnom\u00adic, pro\u00adfes\u00adsion\u00adal), and not the lan\u00adguage of artis\u00adtic expres\u00adsion, par\u00adtic\u00adu\u00adlar\u00adly music.
